What’s the meaning of given leg (train-travel related) in English?

A ‘leg’ is a stretch of railway track. For example, if there’s a train going from New York City to Orlando, Florida, that would be one leg. I think that clause you mentioned would mean that you can go from one point to another four times, meaning essentially that if you start from New York City and go to Orlando, coming back would count at one leg as well. So you can go to any place and back twice, as if they are round trips. I hope that helps.
