Do i have to do cardio to lose inches on my legs? isnt training my muscles enough?

You don’t have to do cardio at all. Infact, some personal trainers never perscribe it at all. I only use it with clients who are bodybuilders and want elite bodyfat%. You can try a little cardio, but stick with weightlifting and diet and you’ll be fine.
Inches are a product of stored fat, and thus you need to burn calories to get rid of them. Having more muscle will help you burn calories on its own (muscular people use more calories in normal activities, even sleeping), but I would say try to get at least 30 minutes of cardio, at least 5 days a week, or whatever you can. Walking is a great way to start and there are many easy ways to work it into your day.
swim! Swimming is cardio, resistance training, and all sorts of good things all bundled into one. you won’t gain inches in muscle, and you will loose inches in fat. work on treading water with just your legs (arms above water). it’ll be tough at first but it’s good for you.
